Odoo Implementation Cost in Saudi Arabia and the UAE (2026 Guide)

"How much does Odoo cost?" has two honest answers, and most quotes only give you one of them. The first is the licence, which Odoo publishes. The second is the implementation, which depends on your processes, your data and how much of Odoo you switch on. In the GCC the second number is usually two to five times the first in year one, so a budget built only on the per-user price will be wrong.

This guide breaks the total into its parts, gives realistic ranges for Saudi and Emirati companies in 2026, and shows where the money is actually won or lost.

The four cost buckets

Every Odoo project, whatever the partner, resolves into the same four buckets:

1. Licences — what you pay Odoo per user per month (Enterprise) or nothing at all (Community).
2. Implementation — discovery, configuration, data migration, custom modules, integrations, training and go-live support.
3. Hosting and operations — Odoo Online, Odoo.sh, or your own cloud servers, plus backups, monitoring and upgrades.
4. Ongoing support — the retainer that keeps the system healthy and evolving after launch.

Most disappointments come from budgeting bucket 1 and discovering buckets 2 to 4 later.

Licence costs in 2026

Odoo's pricing is per user, per month, billed annually, and the same price covers every app once you are on a paid plan. As of 2026 the USD list prices are roughly $31 per user per month on the Standard plan and $61 on the Custom plan, with first-year discounts that bring them to about $25 and $49. Odoo publishes regional prices for the GCC and Egypt that can differ from the USD list, so always confirm the current figure for your country.

The plans differ in what they permit, not which apps you get:

• One App Free — a single app, unlimited users, hosted by Odoo. Fine for a CRM-only pilot.
• Standard — every app, hosted on Odoo Online, no custom code. Good for companies that can live inside standard workflows.
• Custom — every app plus Odoo Studio, multi-company, external API access, and the choice of Odoo.sh or on-premise hosting. Required the moment you need a custom module or a serious integration.

For a 25-user company on Custom, licences alone are about $15,000 to $18,000 a year at list price. For 10 users on Standard, closer to $3,700.

Implementation costs: realistic GCC ranges

Implementation is where quotes diverge wildly, because the scope is invisible until someone does discovery. These are the bands we see across Saudi Arabia, the UAE and Egypt for a competent partner in 2026, in USD:

Small company, standard workflows

5 to 15 users, three to five apps (CRM, Sales, Invoicing or Accounting, Inventory), data migrated from spreadsheets, no custom modules. $8,000 to $25,000, delivered in six to ten weeks. The Saudi VAT and ZATCA setup adds a few days.

Growing company with integrations

15 to 50 users, six to ten apps including Accounting, Purchase, Inventory and HR, one or two integrations (a payment gateway, a courier, an e-commerce store), a handful of custom reports and one or two small custom modules. $25,000 to $80,000, over three to five months.

Multi-company group or manufacturer

50 to 200 users, multi-company consolidation, Manufacturing or Field Service, complex approvals, a legacy ERP migration and several bespoke modules. $80,000 to $250,000+, over six to twelve months, usually in phases.

Partners in Western Europe and North America typically charge two to three times these figures for the same scope, which is why regional delivery has become the default for GCC companies who still want senior engineering.

Hosting and operations

• Odoo Online is included in the Standard and Custom plans, but only supports standard apps and Studio customisations. No custom modules.
• Odoo.sh is Odoo's managed platform for custom code, priced by workers and storage; expect $100 to $600 a month for most mid-sized companies.
• Self-hosted cloud on AWS, Azure, or a regional provider costs $60 to $400 a month in infrastructure, plus someone to run it. This is the route for companies with data-residency requirements — increasingly relevant under Saudi PDPL and UAE data rules — and for Community edition.

The costs nobody quotes upfront

• Data cleaning. Migrating dirty data costs more than migrating clean data, and every company's data is dirtier than they think. Plan for two to four weeks of your own team's time.
• Change management. Training is in the quote; the productivity dip in the first month is not.

How to spend less without getting less

• Start with the apps that touch money — sales, invoicing, inventory — and add HR and manufacturing in a second phase.
• Configure before you customise. Every custom module is a permanent cost line; standard workflows are free forever.
• Fix scope in a paid discovery sprint rather than an unpaid sales call. A two-week discovery is the cheapest insurance in the whole project.
