Best Odoo Partner in Saudi Arabia (2026): How to Choose the Right One
Every Odoo partner in Riyadh and Jeddah claims to be the best. Here is the scorecard that actually predicts a successful implementation — ZATCA experience, Arabic-first delivery, custom-module discipline, pricing model and references — and how to run a two-week selection.

Search for "best Odoo partner in Saudi Arabia" and you will get a page of companies calling themselves exactly that. Odoo's own partner directory lists dozens of firms in the Kingdom across Ready, Silver and Gold tiers, and the tier tells you how many licences a partner sells — not how well they implement. The best partner for a ten-branch retailer in Jeddah is not the best partner for a contracting group in Riyadh, and neither is the best for a start-up on Community edition.
So instead of a ranked list you cannot verify, this guide gives you the scorecard we would use ourselves, the questions that expose weak partners in the first meeting, and a two-week process to decide with evidence. Use it on every firm on your shortlist, including us.
What "best" has to mean in Saudi Arabia
An Odoo partner in the Kingdom is not delivering a generic ERP. Five things are specific to Saudi projects and separate strong partners from resellers:
- ZATCA Phase 2 in production. Not "we support e-invoicing" — live customers clearing B2B invoices and reporting B2C receipts through Odoo's official
l10n_sa_edimodules, with certificates per journal and every invoice type tested in the sandbox. With Wave 25 pulling in every business above SAR 187,500 by February 2027, this is the single most important competence. Bilingual invoice and quotation layouts, Arabic training material, Arabic-speaking consultants who can sit with your accountant, and interfaces that read naturally right-to-left.
- Saudi payroll and HR. WPS files, GOSI, end-of-service calculations, iqama and contract tracking, Hijri dates where required.
- Local integrations. mada and regional payment gateways, Saudi couriers, bank feeds, Salla and Zid storefronts, government portals.
- Data residency awareness. The Personal Data Protection Law and sector rules increasingly decide where your Odoo database may live; a good partner offers a Saudi cloud region or a compliant regional option and can explain the trade-offs.

Score each shortlisted partner from 1 to 5 on the ten criteria below. Anything under 30 out of 50 is a risk; the top two go to references.

Twelve questions for the first meeting
- Which of your customers went live on ZATCA Phase 2 in the last year, and which wave were they in?
- Show me a bilingual invoice from a live customer and the sandbox test log behind it.
- Who exactly will work on our project, and what have they built before?
- What percentage of your projects involve custom modules, and how do you keep them upgradeable?
- How do you run discovery, and what does it cost?
- What is your fixed price for phase 1 of a scope like ours, and what is explicitly excluded?
- How will you migrate our data, and how many dry runs are included?
- What happens in the first month after go-live?
- What does an annual upgrade cost us, in your experience, for a company our size?
- Where will our database be hosted, and what are the data-residency implications?
- If we part ways, what do we walk away with?
- What would make you tell us not to do this project?
Partners that answer with names, numbers and documents pass. Partners that answer with tiers and slide decks do not.
Pricing: what good partners charge
Implementation fees in Saudi Arabia in 2026 run from about SAR 30,000 to 95,000 for a small company on standard workflows, SAR 95,000 to 300,000 for a growing company with integrations, and SAR 300,000 upward for multi-company groups and manufacturers, with licences on top. A quote far below these bands is usually a scope you will renegotiate later; a quote far above should come with an unusually specific scope.
Also decide the edition early: most Saudi companies issuing tax invoices end up on Enterprise — see Community vs Enterprise — and a partner who steers a ZATCA-obligated company to Community without explaining the trade-offs is not doing you a favour.
Local, regional or remote?
Riyadh- and Jeddah-based partners bring proximity and local networks at the highest day rates. Regional partners in Egypt and Jordan serve Saudi customers daily with senior consultants at lower cost, usually with staff who travel for discovery and go-live. Fully remote partners work for small standard rollouts and poorly for anything involving warehouses, stores or change management. The common winning pattern is a regional engineering team with an on-site presence at the milestones that need it.
A two-week selection process
Days 1–3: write the one-paragraph brief (what is broken, what done looks like, three numbers), list your apps and integrations, and shortlist four partners from the directory, referrals and this scorecard.
Days 4–8: first meetings with the twelve questions; score each partner; drop the bottom two.
Days 9–12: reference calls for the top two — ask about surprises, invoices and support after go-live — and a short paid discovery proposal from each.
Days 13–14: choose, sign a phase-1 fixed-price agreement, and book the discovery sprint.
